Clarifications of terms
The word excellency came from the word excellent and the Advanced learners dictionary explains that it means a very good and of a high quality. So your excellency is a title that is used to address dignitres (such as ambassadors or governors) usually preceded by "Your" "HIs" or "Her" therefore when you are talking to Your excellency, you are talking about a very good man or woman with a high quality of character and life. unfortunately it is not so in our world today.
Hounorable on the other hand is defined as behaving in a way that is morally correct and shows you have high moral standards.
Where is the origin of that word excellency?
It is the title that is meant for the believers and the children of God. Daniel was the first person to exibit the character of a man that is worthy to be called Your excellecy because the bible recorded that he has an excellent spirit. untill the time of Daniel word excellent was not common among men.
Forasmuch as an excellent spirit, and knowledge, and understanding, interpreting of dreams, and shewing of hard sentences, and dissolving of doubts, were found in the same Daniel, whom the king named Belteshazzar: now let Daniel be called, and he will shew the interpretation.

I have even heard of thee, that the spirit of the gods is in thee, and that light and understanding and excellent wisdom is found in thee.

Then this Daniel was preferred above the presidents and princes, because an excellent spirit was in him; and the king thought to set him over the whole realm.

Now you can see that it was other people that recognize the excellent spirit in the life of Daniel and they spoke out in appreciation to what he has done for them.
This means that you need to discover and put to use the excellent spirit that was deposited in you when you were designed. Daniel's own manifested in the area of dissolving hard issues and interpretation of dreams. What is your own. Wake up and do the needful.
Where does honour come from?
And no man taketh this honour unto himself, but he that is called of God, as was Aaron.

This scriptures are the proof that hounor comes from God and God alone, and if you want to honored go to God and discover what He had deposited in you that will bring the hounor to you.
Who are the rightful ownere of the title your excellency and my honorable?
I want to explain that the child of God who is very good and of high quality of character are the onwers of these titles, but unfortunatly the politicians has taken over the title even when it is obvious that they lack the capacity to carry the title because of the low quality of their behaviours.

The irony of honour.
There is an evil which I have seen under the sun, and it is common among men: A man to whom God hath given riches, wealth, and honour, so that he wanteth nothing for his soul of all that he desireth, yet God giveth him not power to eat thereof, but a stranger eateth it: this is vanity, and it is an evil disease.

In fact, some parts of the body that seem weakest and least important are actually the most necessary. And the parts we regard as less honorable are those we clothe with the greatest care. So we carefully protect those parts that should not be seen, while the more honorable parts do not require this special care. So God has put the body together such that extra honor and care are given to those parts that have less dignity. This makes for harmony among the members, so that all the members care for each other.
